Seems weird to me. I had to have an International drivers licence document as well as my Australian drivers licence here in Canada before I got my permanent residency and my Canadian Licence. I think someone has broken a law or two is what you saw.

What JimmyA wrote makes a lot of sense...I think another possibility, too, is that some parents forget to take off the sticker and leave it on when they are driving the car.

I think you may be confused by that license plate. The car itself may indeed be from Canada, but there's a strong possibility that neither the driver nor the instructor hail from the Great White North. It's like when you rent a U-Haul truck to move. It's usually in one direction, so you drop off the truck with a New Jersey license plate on it in Maryland. The next person uses it to move from Maryland to Virginia, and so on and so on. Before you know it, Colorado is seeing trucks with Vermont, Tennessee and Ohio license plates on them! I somehow doubt that there's 'over-the-border' driving instructions going on . . .
