Hi Bill,
As FSI stated, cell phones while driving is illegal here in MD. I would not tell someone to put their phone away, but talking on cell phones while driving does make me nervous!

In Maryland, it is illegal as well. As far as telling people to put their cell phone away in such a situation, I would not interfere.
