I did not know about that rule. It does not make sense to me either.

You're absolutely right . . . one should have nothing to do with other. The problem was creating that stipulation in the first place. People want to do everything 'by the book,' and follow all rules to the T. First change the stupid rule, then see who is affected, or effective . . .
