That's a new one on me! Yes, it would help to speed up the game considerably, but I don't see how they can possibly enforce it, unless the home plate umpire carried a pitch counter in one hand and a stop watch in the other. Or, like the 25-second clock in football, make the clock visible to the pitcher at all times, probably behind home plate somewhere. They could also speed up the game by forcing the batters to remain in the batter's box, and not step out after every pitch to adjust their gloves, smack dirt off of their cleats or realign their helmets!

That is one rule that I would love to see enforced...The games have gotten ridiculousy long. This would definitely help.
