this is an interesting puzzle, i am thinking the same as lustor, that maybe there was a business or on a main street that many used and they were just using your place as a drop off.  my husband worked construction in nyc and sometimes had to find ways of getting rid of demolition materials and he would find a trash bin that was on his route home or to work and use it.

Okay. We have the latter here. I had never heard of Direct fees, unless one drives to the dump, where you will pay to get in and leave your trash .

Interesting

We have residential trash and recycling, both picked up weekly, both paid for through property taxes. But commercial buildings and businesses are on their own. Most places rent bins from private waste companies and pay a monthly fee for the removal.

looking in the back seat and on the floor of some people's cars is really

A direct fee for trash pickup is where one has to pay a fee to the city or county in order for one's trash to get picked up. For Baltimore City, there is no fee. Any residence that has trash will have their trash picked up. Property taxes are where the city gets the money to pay for trash removal.

Between trash and recycling pick-ups, many businesses have trouble keeping up with the costs. There has to be a reasonable balance . . .

FSI

We get one  recycle once a month but I drive it to the plant myself because my driveway is too long for me now to haul it down. The garbage is once a week for $3.00 a bag.

We get one trash pickup a week...

and one recycling pickup every two weeks...no charges for them so far....
