It's a tough situation to say the least. I feel that you are doing the best that you can given the situation. Hopefully they figure out how to budget.

The first thing your parents need to do is to stop enabling your brother by bailing him out all the time! Secondly, they need to make a budget and stick to it! You do yourself no good by worrying about them because the decisions they have made have put them in their current position! The hardest thing to do is say no, but if you are asked you must say no so that they will change the way they handle their money! I work with a neighbor who has difficulty budgeting her money but progress is being made! She still overspends but she is getting better! Remember you have scraped in the past to pay your bills and you take care of your money now; why the heck would you want to bail someone, even if they repay, out because they did not exercise the same good judgement you have?! It's hard but think of the wedding and your own retirement and make sure you have enough for both! And if your parents are fighting or arguing or disagreeing about finances, it is their problem to solve! It may be harsh but someone has to start saying no so that they will change the way they use and handle their money! I, for one, am very proud of you for making good use of your money! sam
