Hmm, I see your point
and there are bigwigs who take any leeway and then some without conscience. And pay off officials, judges, etc. to hide it. But I wonder, can they come after the back rent by suing; will your legal or credit record be tarnished?
I agree with you, don't think it's literal stealing.
