airport security was off and on -- mostly off -- for decades before Bush
but a few "important people didn't want to be held up by the delays due to tight security, so it ws lax (and warning after warning came that something might happen) in the months leading up to 9/11. Airlines were responsible for security, but declined to make proper effort -- usually hired inexperienced people at minimum wage, with high turnover -- all this added up to 9/11. The terrorists shouldn't have been allowed to carry the box cutters (utility knives) on board the aircrat in the first place.
Airlines & FAA & several administrations had the chance to avert disaster and they didn't. That's the bottom line.
