I've looked into this, and the issue is that there are uploaded pictures in your account.
Since picture upload is not available in the one-blog plan, please remove the pictures (to do this, please go to My Account and click "View or edit pictures") and you will be able to change your plan to the one-blog plan.
(If you have any difficulty doing this, please let me know and I'll remove the pictures for you.)
