I odubt that there is a single congressperson who has ever read a bill
imagine such a thing -- congresspeople spending 24 hrs a day, 7 days a week reading totally every bill that they have something to do with -- and still not being able to read them all.
they have aides read the bills and report on them.
this is another paper tiger set up -- "We can't read the bills!" they cry and moan, when they never did in the first place.
