This is interesting. I agree that it is all speculation. The Earth and its atmosphere spins as a unit. Above the atmosphere, there is nothing to impede or speed the Earth up. The actual rate at which Earth spins is not determined by Earth or its atmosphere. The Earth's an electromagnetic ball which spins in relation to other electromagnetic balls, especially the sun. The Earth's electromagnetism is set up by solar radiation and by the differential rotation of solid Earth versus the molten core. This is what I learnt in my Geography classes at University!
