While in Quebec, they still ask everyone to throw their chewing gums in the street in order to file up the potholes...LOL

I heard a local report about a similar decision.
The town council decided potholes make nice speed bumps and cuts the number of complaints by residents that people are driving too fast on their streets. "Slow Children" signs are being recycled.
