In reality it is nothing more than
"a dishonest, aggressive, and probably effective marketing technique" but relies on a fallacy to be effective. Not to mention that what they are selling is virtually useless to regional businesses based in North America.

I hadn't heard about this. It doesn't seem like a "scam" -- isn't it just a dishonest, aggressive, and probably effective marketing technique? If someone does choose to buy a domain name, they get what they pay for, so they aren't injured.
