Good points. I don't know how the technological and privacy issues would be addressed, but bear in mind that, thus far, money has been no object whatsoever to this new crowd in Washington.

So many problems...
First, technology is noteably unreliable, look how often your computer hiccups. This technology could undoubtedly be hacked into, possibly as easy as putting aluminum foil over the GPS antenna. The privacy issue is troublesome but on the upside, with every car having a gps, car theft might become a thing of the past. Truckers have had GPS units in their rigs for quite a while now, they should be able to tell us how they work. Finally, wouldn't this cost a ton of money? Those things aren't cheap.
