Maybe so, but until the welfare reforms were intiated there were a lot of "dumbest" people who knew how to game the system.

I guarantee -- no one except the dumbest wants to be on "welfare".
I have first hand knowledge of this.  What people get from all the aid legitimately keeps them quite low on the income scale.  There are those who do not receive it legitimately, and you can see that by the vehicles they drive.

Almost everyone I've known on aid wants to get out of it and be a contributing member of society.

Too many people on aid have to go to food banks and private agencies for help.  Too many people at the edges can hardly afford just the necessities.  Too many just above the qualified income for aid cannot afford health insurance.

Now, if you spoke from actual experience, like I do, then maybe what you say would be more believable.
