The debate, including the debate over debate, continues because most people in America don't understand science well enough to make rational decisions about it. That's why we need scientists controlling the science curriculum.

“Teach the debate” Whatever are they thinking? It would be implying, as you said, that one side is even debateable or that the moon is made of cheese.
