Having witnessed the delivery of a 23-week baby, I can say it is extremely doubtful such a baby could survive, even with the very best medical care available. In the case I saw, the baby was kept on a sterile table until its efforts to breathe stopped, and it was disturbing and painful to watch. We lied to the mother, and told her the baby had been born dead, because there was nothing we could have done to save it, and we thought it would be easier for her to deal with, as in that case the mother just went into premature labor in a third-world country. The apparently casual discarding of the baby in the case you describe is disturbing, if accurate, but the ultimate outcome was probably unaffected.
