May I toss into the pot some more factors?

In some Islamic-majority countries, education is systematically denied to over half their population...women. Allowing many the opportunioty to try their abilities to their fullest allows the best to rise; suppressing people baased on cultural factors must necessarily prevent the Madame Curie's from ever being discovered.

Gross family per capita income (how many people in a houshold are being supported by that household's income) is low partly due to large families and extended families living together with few wage earners and the wages those earned by folks without higher education.

Capital is concentrated, as it is in Mexico and other countries with largely uneducated and undersupported populations. Oligarchs, royal families and the like sequester monies needed for enterprise, education and infrastructure, and spend it oveseas (on imported goods).

Theocracy decapitates debate in the sciences, law, education, and politics. When God's on your side and making pronunciamentos, you can't trump or even argue that, and when heresy means death, you can't even try.
