True. It is in the nature of prayer to ask for, and thus be willing to receive, that which has already been given. It is a similar dynamic to Matthew 23:39:
For I say unto you, Ye shall not see me henceforth, till ye shall say, Blessed is he that cometh in the name of the Lord. Love and Peace,

That He does in any case. We must have the vessel to receive his largesse which he showers on us from time to time.
