Without access to your blog source code, there is very limited control over the blog's appearance.

Here's what comes up when I followed your instructions:
Choose a library template set:
Edit a basic template set by choosing from easy layout and style options
Edit a classic custom template Does NOT appear
Does this preclude me from changing my template (beyond the colour options I’m given in the “Edit a basic template” option?

Troosha - It is very likely that you are on the same plan that I am on
The first step would be to make certain that you can access your blog source code. Directions on how to do this can be found HERE . . . what you will also be looking for is whether or not you have one source code field box or two. (two is the new format, my templates only work with plans that have one).
Assuming that you have one source code field box and have access to it (very likely), the next step is simply finding something you like in a concept image. There are some limitations in what colors are suitable for the backgrounds of the blog body (area surrounding the actual template) and the content area. It works best if both are either light or dark, I'll explain this more once you confirm access to your source code.
The only real limitations in usage are to be certain that images posted in your blog are not larger than the content area or they will distort the template . . . and the length of titles for each entry. The latter is only a cosmetic consideration, titles will wrap left and can be as long as input allows but seem to look better if they are on one line.
Once you confirm access to your source code, let me know what colors you like or if you have any images you would like to incorporate into the template.
