Like with WWII military buildup, focus can shorten timetables
All the resources are available. At least two prototypes have been built. The engineering and design skills to create other classes of vehicles are at the ready.
The only people who could slow this down are the stuck-in-the-mud executives who only seem capable of begging money from Congress to pad their bonuses, and by refusing their pleas we can kick them out of the industry. If, despite their history of incompetence, they manage to string their companies along for awhile by downsizing them and returning their salary and bonuses, they can help ease the transition of market share from the Big-3 and the foreign automakers to the American Electric Car Company. If they don't, their collapse provides an opportunity for others to pick up the pieces and produce some gasoline-powered and hybrid cars for smaller markets. How soon we forget that GM was formed by the merger and acquisition of dozens of smaller automakers.
The Auto industry does not begin and end with the Big-3.
As for AECC, new worker training for electric car manufacture will be required, but it will not take years. American workers are far more adaptable than we give them credit for and, given a mission, will be carried forward and faster by their enthusiasm.

A great idea, but implementation would take years; and new worker training would be required. Not a short term solution.
