Hmmm amazing parable... truth be told that is the law here in the US... smaller fish have to be thrown back while big ones can be kept, unless they are too big...in which case they must be set free as well for they have lived a long life that should not be disrupted...so I guess is the medium fish that are introuble :-)  just like in society, the poor (  small fish) are not bothered, the big fish ( the rich)  are not bothered, it is the medium fish ( the middle class) that gets put through the ringer loll  I know that is not what you meant in your parable... which was as I said amazing... I love to read you.
