Joe is being prudent. He is laying the groundwork for what may happen. If Senator McCain wins the same scenario, if any, may be true. Either will need the citizenry behind him. Nothing is too farfetched in Biden's statement.

Actually I think he will, like John Kennedy, work out ways to solve crises without "shock and awe" tactics -- and boy how ineffective that was.
