What is a tax?
You, like many Republicans, speak mainly if not exclusively of income taxes, and then only federal. Obama does not limit his views the same way. Nearly all workers (not citizens, workers) pay some taxes: payroll taxes, sales taxes, state income taxes, and others. The tax cuts Obama offers come through the income tax system, but because they are reimbursable, benefit even those with no federal income tax liability.
Of course, his plan is a kind of redistribution of wealth, and he exaggerates the numbers. Analysts say only 81% will benefit. 95% of families with children, but single people won't get as much. And personally, I doubt we can afford half his cuts.
