Interpretations
First off, it was Obama who said that if you have a good plan under your employer, you can keep it, not McCain.  McCain's plan will decrease the incentives for employers to provide health insurance, and estimates run up to 20 million people being dropped from employer plans within five years.  But most of those will be able to get private plans.  Except that market forces will divide those between the sick and healthy, giving the healthy coverage, and leaving the sick out in the cold.

Obama's plan does include a few mandates, but will not affect current coverage much.  It costs more, $160 billion versus $130 billion over ten years, but will cover all children and nearly all the uninsured, while McCain's barely affects the uninsured, according to most estimates.

You're right about the terms used, a right versus a responsibility.  Obama's statement, that he thinks it is a right in a country as wealthy as ours, indicates that he knows it isn't a Constitutional Right, and responsibility is a better word.

Sadly, neither plan will do much to contain the costs of health care.  So we need something better.
