people make political decisions based on their personal ideals, which are
shaped by religion/spiritual beliefs.  Separating the two is, unfortunately, unavoidable.

All government and laws came first from the shamans, the wise elders,

the "religious" leaders in each small village, so, it's hard to remove those ancient origins from everyday life, even centuries later, and in some places that old form continues today.

Undoing uor naturally devolving, evolving history is not an easy task.
