Nothing you really can do except work for the establishment of a Deputy Mayor position for cases like this. Most middle size cities in CA, the mayor is just the chair of the city council and is actually elected by the city council from among themselves. That's a good system, too.
But in a large city like Memphis, there is too much political prestige in being mayor to be practical about it. And really, the ceremonial functions of a mayor take a lot of time. Maybe that's it. Just have mayor as a ceremonial function, like a borough president in New York, all the prestige and none of the work. :)
Then the city council can have a President of the Council to do the real work. Just an idea.

I like your suggestion and it is time we need to punish politicians by
imposing some sort of pecuniary fines on them to avoid future misdeeds .
