There's already a black market for gas, my friend. Every now and then

something goes wrong (that's how you find out about it).  Some mental midget in the southern part of the U.S. (can't remember exactly where) was arrested for stealing gas when the gas truck exploded while he was siphoning it.  I don't know how big a truck it was.  This was back when gas was around $2 a gallon.  So your scenario doesn't seem to me to be a difficult stretch...
