I doubt if I will be using the "Report Abuse" choice. I never did mind people leaving only an emoticon time after time. My use of emoticons is usually to go along with a comment I am making. Seldom do I leave only an emoticon, but I have done it.

You raise some good points!
There are a few people that only leave 
's as comments on my posts. Sometimes I do wonder if they're actually reading, but I certainly wouldn't make the assumption that they're not, or report them for it. Even if they aren't reading the post in its entirety, I like flowers, and have no problem receiving them 
I haven't used the calling card feature yet, but I agree with you that it's a great idea. I often find myself enjoying a post, but not really knowing what to say.
