It doesn't matter.
His effectiveness is greatly diminished. As long as we take the offensive against terrorists, they will be just marginally effective. They can only operate when given unrestricted access to their money and their targets. What we see now in Iraq, in my opinion, is a last flurry of activity to see if the terrorists can make the United States run. If they can't, their days are numbered. But we shouldn't delude ourselves by thinking we can decrease our vigilance, our agressiveness, or our resolve.
