I think you're right, it's rather strange!
But I have noticed something like that here in Canada. People don't like to sit with strangers in cafeterias. I'm not talking about restaurants where you are being seated, but in cafeterias where you seat yourself! People will walk all over the place to search for an empty table, even though there may be one close by that has only one person at it, and it's a table with seating for eight...
