I'll attempt to answer that question.

To my knowledge if someone is a subscriber to the basic Blogit membership plan, they do not have access to their blog source code and can do very little to enhance their blogs. (I am not on the basic plan and am taking the word of others that this is so). There are still a few members around from prior to the fall of 2004, that are on a grandfather membership plan which does have access to the source code but no image storage space. A blog template can be done on the grandfather plan but images must be served from elsewhere (not ideal for a webpage but passable)

The next account type up from the basic plan is the Silver membership which has storage for 50 images, full access to the source code and is ideal for an enhanced blog template but it gets tricky here. Over a year ago, another format was introduced to the Blogit interface. Depending on when people have joined, they could have one of two formats that are completely different from a perspective of creating a blog template. The template for this blog is on the old format, (as are all of my own blog templates) I have yet to see an enhanced blog template beyond the rudimentary level on this new format.

So in answer to your question; if you can access your blog source code, you can enhance your blog template.
