Ha... when I saw this on the news, I laughed, because you're right, maybe you couldn't see it from the ground, but don't all plans have an arieal view of things when they're built... at least commercial and government buildings.  Why did it take almost 70 years for someone to catch this?

This is a government project. Plans are just where to start.
And nobody, ever, steps back and looks at the big picture. It's in the by-laws, (see Bureaucracy 101, Ima Dorkwad, Confusetheissue Press,Wash. DC, 1899.)

I'd like to know who the architect(s) was (were)...That said, it's too bad the the f****** Nazis through their use of it spoiled a symbol associated with good luck, thousands of years old, and still widely in use in Asian cultures, especially in India...
