Knight,
Well it is probably caused in alot of cases by upbringing,  but i believe like you, do whatever you have to do to keep them from doing these things.

Tattered,

I can only tell you that the little girl went straight into the arms of God her Father and that he will hold her until she is reunited with her family.  She is at peace now, and she will never suffer again.

I wish I could tell you why this man chose to harm such an innocent little angel, but I can't.  I was a victim twice myself, and neither of the two men who attacked me paid for what they'd done despite the fact that they had abused their own children, one of whom is mentally challenged.

To the man who did this, know that he WILL pay.

they treat it like a illness, and allow them to live in neighborhoods like yours and mine, they need to change this cruel behavior definition, to keep them locked up

this is horrible! We just can't feel safe anywhere, anymore.

Where did this happen?

This is particularly disturbing because the mother was right there! How can we protect the children when there are freaks who are so brazen?

I agree with you. Just kill them.

It's an impulse that some people are born with, it seems.
As it's so destructive, something needs to be done. Hopefully soon they'll be able to take out or disable the relevant urge with medication? Then once they're caught, at least they won't even want to do it again. But it can never repair the damage done to the victims.

I really don't know how anyone can.  It's beyond my understanding.
