No we don't at least not in this area. 
What I think we have is an electrical problem.  We've had it for years. This house is so old, and has never been rewired.  There was still an outhouse out back when we moved here. LOL.

My mother won't put out the money for an electrician so it will stay this way, forever, or at least until the house catches on fire.

Sunny - Do you have what we call up here, 'brown-outs'? Meaning, when

the grid is close to capacity, things start dimming.........  Just a thought.
