It should be self-explanatory but it may not be free in USA -

in fact there may not evcen be a Marketplace page where you can do uploads of video or audio pitches of book ideas. But assuming you don't haver to be a UK resident you can do it for free on UK Marketplace, just following the instructions. It was quite easy to do. keep to within one and a half minutes is their request - those who have done longer ones have ignored that request at their peril.
