this is a great law... I understand that some families just want the mutt puppy and can't afford anything else, but what about all of the mutt puppies who aren't cared for? Some are killed, some are tortured and abused. Some go on to breed mutt babies...
Even animal abuse would decline if every state took this law into affect. (then we would have to make fun of underground puppy dealers :)

anything they can do to reduce the unwanted pet population is a good idea, IMO. People can be so damn stupid when it comes to how they treat animals, it breaks my heart. I've volunteered at several shelters in CA and nearly every time I went there, I would leave crying.
