I thought it was pretty funny, johnmacnab. I first thought it was going to
be a stab at illegal immigrants, but was I fooled. I beleive a rudimentary understanding of a host nation's language is required, but only if you plan on staying an extended length of time. I wouldn't go to Germany without first learning several basic phrases in German.
