The problem, Mademoiselle, is that the federal government isn't even
attempting to stem the flow.  They INS and Border Patrol are overwhelmed.  Politicians pay lip service to controlling the borders but pass weak or ineffective legislative packages that do nearly nothing to stop the influx.  Why?  Because politicians exist to perpetuate themselves and their cronies, thereby perpetuating same government.  Those same politicians (who make up our elected government) don't really want to do anything because they do not wish to offend a huge voting bloc, both parties courting the hispanic vote (I say hispanic simply because most illegal aliens are hispanic) at the detriment of national and economic security.  It can be done; it won't be, however.

Actually, I think it would be a lot harder to do that today (for a variety of reasons).

Also, I suspect even more "businesses" would soon move their operations elsewhere ... seeing as even the poorest Americans still typically grasp the concept of "minimum wage".
