If she's home next time and notices the pooping pup, turn the sprinklers on
both the pup and the pup-walker.
A big burly friend of mine in a large black towncar with tinted windows rolled into my driveway one time just as a neighbor's dog was squatting in my yard. My friend said to her, "Hey, don't let your dog shit in my friends yard unless you're gong to pick it up! You are going to pick that up, right?". My neighbor probably thought I called the mob in on her. I've never seen another pile of poop since.

I can certainly see why that would be an issue,
but I'm not sure this is a good solution. It might incite them to do it more out of spite, or to do worse to her. I think it far better to just march the fresh poop over, ring the bell, and kindly (and with as much tact as possible) explain why it's a problem for her. THEN if they don't get it, collect it for two weeks and line the sidewalk...lol.
