There Are Such Professionals
Hey Solo. There are these type of firms out there. A lot of them specialize in eldercare situations where accountants will look after the bills for senior citizens. Other bookkeeping firms will prepare checks but will not sign them. They will also send the client an allowance and will put money in a series of selected investments. It would be wise for the client to look at the checks and then sign to make sure that bills are being paid in accordance with desires.

Is there such a thing as a Personal Accountant ~ that being, someone you give your paychecks to and they pay all your bills and give you an allowance?
