He's catering to special interest groups in New Orleans, Passionflower.
Nagin is an elitist snob and doesn't give a damn if the poor and disenfranchised of New Orleans that were distributed throughout the country ever come back. He's working with gaming groups and corporations, revitalizing the business areas and leaving the poor parishes to the slow march of federal financial drums and neglect. There is an insidious prevalence of institutional racism at work here also, considering that most of New Orleans' poor were black. I don't like showing the race card, but most of the hardship stories coming out of New Orleans are from the poor and displaced -- who are predominantly black. It's a tragedy and a disgrace.

btw, i saw where the residents were picketing city hall
a few days ago in New Orleans bec of the slow recovery program. It's their own fault for re-electing that crook, Roy Nagin.
He's stealing all the govt funds instead of using them to rebuild the city.
