I don't think...
It's quite that simple or organizations wouldn't be so concerned about it. And, the organization that told me isn't getting compensation and they are concerned so I think you may be oversimplifying things.

IT DOESN'T PREVENT A THING
it requires dislcosure if individuals or other entities receive compensation for lobbying.
I see nothing wrong with that.
