I've used EditPlus...
but for a long time it stopped development.  Right now, it is way way behind two non-commercial text editors:  notepad++ and pspad.  Notepad++ is an Open Source programmers' editor while PsPad is a non-commercial-always-in-the-top-20-downloads of Snapfiles.  I have the latest version of EditPlus (2.30) but I think even RJ TextEdit is going to surpass it in terms of features.

I prefer to use EditPlus rather than notepad.
