In a modern democracy, the state should be entirely secular; that is not to say it should be atheist like the USSR was but it should remain entirely out of religious matters leaveing them down to the individual choice of the private individual. It is the states duty to govern *all* its citizens not those of a specific religious or cultural persuasion.
