They're patterned from the same authoritarian cookie-cutter, SlyCy. Bush
is sneakier (subtle would be overstating the blundering buffoon), performs many of his tyrannical deeds through quietly inacting laws. Otherwise, he just invades and threatens. Chavez rules by barely concealed dictatorial power. However, his hand is seen in many South American nations through their politics. He is also not above threatening (stopping oil shipments, for instance). They're the same guy, except one speaks better Spanish.
