It represents a true pentagram. A reversed pentagram usually represents "Satan" or "the Devil" or any type of worship of that sort. The upright pentagram (first point of the star) represents (for witches) the 5 points of the star...earth, air, fire, water, and the middle...the spirit. The Great Spirit which is God/Goddess/Great Spirit.
