It really kills me, as my evaluator had talked with this woman for quite a while on the phone explaining the laws to her and my rights. I just don't get it.

kiss your loving ass, that is. I hope you resolve the issue soon, but meanwhile it's only paperwork. The main thing is that you as teacher and daughter as student are learning together and accomplishing a goal. That's the donut -- the paperwork's the hole. Foged-aboudit...

Yes. I don't discuss it, I have my evaluator talk to her. So far she's done it for free....I've been lucky.

If the evaluator passed her and you have complied with the law, I would tell that lady, "End of story" and not discuss it with her further.
