Of course they are, SuccessWarrior. Playing down the number while
assuring the population that all or nearly all of those involved have been captured is a tried and true public mollifier.  When I saw and heard about the plans and the mixes, it seems as if there are more than three people involved just on the planes.  At a minimum, that would be four per plane -- 40 people.  I could be wrong and maybe the Brits and Americans have collaborated to make the number of planes higher to increase the scope (and make themselves look better for foiling a larger plot), but I believe that an operation like this had at least 50-100 people involved, and at least one-third of them not part of the suicide mission itself.
