They are probably similar because most of the early ruling Americans
came from the British system.

One thing could make a vast difference. Revert to the sytem that ruled in Britain in the 18th century. There were parties, but every MP was an independen ; voting as his conscience ( or interests ) dictated.
The whipping system, which dictates how MPs will vote ( and under Blair, even what they may and may not say! ) is an iniquitous perversion of democracy.
I'm not familiar with the minutiae of your Amercian system, but I guess it's somewhat similiar to the British one.
